Also, submitting your site through the Google Webmaster tool does not guarantee listing in the index.
What is Cloaking?
Sometimes, a website owner or webmasters might program the server in a way it returns different content using 301 or 307 redirection to Google, than to what is returned to regular customers. This is frequently done to misrepresent the website to the internet search engines (Google or Bing) in order to get a better page rank. This method is known as cloaking, because it covers the particular website and returns altered WebPages to search engines like Google or Bing. This could mislead customers by what they’ll find once they click on the final search result. Google disapproves of this practice and whoever does this will get heavily punished by Google if it is discovered that you are using this method.
